To only show legend items that appear in the map, QGIS has a filter function to easily do this.
Go to the filter icon above the layers panel, and check ‘Filter Legend by Map Content’
Likewise in the Map layout, the legend can be filtered by the checking the box ‘Only show items inside linked maps’
